Programme Implementation Plan is an annual plan proposed by the states stating their targets required for the implementation of the programme for the financial year. The plan documented and then proposed is finalized in the NPCC (National Programme Coordination Committed) meeting for Administrative approval.

Quality Division support the MoHFW in taking judicious decision over the proposed plan given by the states and UTs about the matters related to Quality including NQAS, LaQshya, Kayakalp, Drug warehouses, Infection Management and Environment Plan (IMEP) etc. FMR codes are: 13 for Quality Assurance, U.13 for Urban Quality Assurance, 9.5.25 for Quality Assurance Training, 6 for IMEP Procurement and supplies.

Thereafter, Resource envelope is created for all programmes by MoHFW and accordingly conveyed to the state.
